Governors

The Council of Governors is an important link between our local communities and staff, and the Trust Board.

Introduction

NHS Foundation Trusts share all the same values, quality and safety standards as NHS Trusts, but they are ‘owned’ by their members who elect a Council of Governors to represent the views of members, patients, staff, partner organisations and the public.

This means that the Council of Governors is an important link between our local communities and staff, and the Trust Board, which has the responsibility of running the organisation and preparing the Trust’s strategy. The Council of Governors works alongside the Trust’s Board of Directors to help local communities and staff have a greater say in the strategic direction of the Trust, and how services are developed and delivered by the Trust.

The Governor Role

Members can stand and vote in elections to the Trust’s Council of Governors.

The Council of Governors includes public staff and appointed representatives from the local authority and partner organisations. The main roles of Council of Governors as set out by the Government are to represent the interests of the people within their constituency or partner organisation, report feedback on our services and, wherever possible, how they could be improved and to hold Non-Executive Directors to account for the Board’s performance.

In our Trust, the Council of Governors fulfils these roles by:

  • Meeting with service users, carers, members and the public in their local community or staff group, to listen to their experiences and ideas and to provide feedback to the Trust, especially if a particular issue is seen as a trend.
  • Commenting for the membership on the Board’s strategic direction and annual planning, before it is finalised.
  • Participating in Trust initiatives to inform local communities, partner organisations and staff about the Trust’s plans, and celebrate achievements.
  • Questioning the Non-Executive Directors about the performance and effectiveness of the Board and its Committees.
  • Conducting formal business such as:
  • Appointing and, if appropriate, removing the Trust Chair and the Non-Executive Directors.
  • Having a say in the appointment of the Chief Executive.
  • Approving the appraisal process for the Chair and Non-Executive Directors.
  • Appointing and, if appropriate, removing the Trust’s External Auditors.
  • Receiving the Trust’s annual report and accounts (once these have been laid before Parliament) in order to understand the Trust’s performance.
  • Approving major transactions such as acquisitions, mergers or large tenders.

I have lived in Stonehouse for over 35 years. Prior to moving to Gloucestershire I was a whole time fireman with the Cambridgeshire Fire and Rescue Service. I moved to Gloucestershire and started my Registered Mental Health Nurse Training. On qualifying I worked at Coney Hill Hospital, Wotton Lawn and at Park House in Stroud. After retiring I worked as a mental health nurse part-time at a large comprehensive school in Gloucester for 8.5 years, seeing students from 11-18 years of age.
I enjoy rugby, watching both Gloucester Rugby and my son play. I enjoy partaking in walking hockey and walking rugby locally to try and keep some level of fitness. .I am now in my seventh year as a Trustee for GARAS and I also volunteer for several other charities. I am still involved with Unison GDHC Branch, both as a retired member and in auditing their accounts. I also am a welcomer and do readings at my local church

I live just outside Eastington with my partner, Max, and our 3 beloved dogs; Max is a Gloucestershire boy and having worked across the country the call of Gloucester Rugby Club proved too strong and we relocated 9 years ago. I’m from a military family, born in Portsmouth, and have lived in Malta and various places in the UK; I was educated in Surrey. I have spent my entire career in health and social care in a wide variety of settings and for the last 15 years I have owned a health & social care management consultancy working across England, the Channel Islands and the Isle of Man; my company is also an approved supplier to the United Arab Emirates. I have written several major reports including a research piece on the impact of COVID19 on frontline NHS staff which was commissioned by the NHS Clinical Leaders Network and I worked with them to develop their Digital Action Learning Set which was shortlisted for an HSJ Award in 2021.

My work currently focuses on patient safety and I have recently finished working with Swindon Borough Council training their public health nursing teams on After Action Reviews.

I am a Safeguarding Governor for Hopelands Prep School in Stonehouse – a role I have held since 2018. I am a Non-Exec Director for Milestones Trust, a Bristol based charity that focuses on supporting those with a learning disability or profound and enduring mental health issues. I am Chair of Age UK Gloucestershire and have a keen interest in the healthcare of our older population in our county. I am currently studying with the University of Manchester on a post-grad certificate in healthcare law and when I’m not working I am a keen walker (just as well with 3 dogs!), amateur photographer and baker.

I run a Suicide Crisis Centre where we support people experiencing a suicidal crisis. This has been my focus for the past decade. I am passionate about my work and am deeply committed to suicide prevention.

In my free time I love spending time close to nature, and walking in nature. I also love writing.

My current experience of psychiatric services is very positive. But my past experiences have not always been positive and I have not always received kind care. I also experienced a notifiable safety incident that was harmful to me. As a result, I want to help ensure that all patients receive kind, safe and helpful care that meets their individual needs. Additionally, the charity I run has been involved in research into deaths by suicide, which involves attending inquests. I applied to be a Governor at this time to try to help prevent future patient deaths – particularly inpatient deaths.
Prior to running the charity, I was a full-time carer for a family member.

Hello! My name is Leighton-Lee, and I’m proud to serve as a Public Governor for Gloucester, the city I’ve called home my entire life. My professional background is in Children’s Commissioning for the local authority, where I focus on short breaks for disabled children—a role that allows me to support families and ensure children receive the care and opportunities they deserve.

I’m deeply passionate about politics and governance, which naturally aligns with both my professional and public service roles. Within my job, I also contribute to the governance function of the Children & Families Commissioning Hub, helping to shape and oversee services that impact young lives across our community.

Hello, I am Peter, and I have lived in Bibury since 2018. Prior to that I lived in Oxfordshire for over 40 years. I am now retired but have a 10 acre smallholding with two small caravan sites so I have certainly not become idle. When in Oxfordshire I was a Community First Responder with South Central Ambulance Service. Prior to moving to Gloucestershire I cared for my Father, my Aunt and Uncle and my Parents in Law so I am interested in Care in the Community and elderly care and this continued when I moved to Bibury. Prior to retirement I worked with computers producing software for the waste industry. My hobbies include walking, woodwork, gardening. Aside from being a Governor I also volunteer for Cotswolds Friends as a volunteer driver and assist with the Centre for Ageing Better.

I have lived in Lydbrook within the Forest of Dean for 45 years and I never tire of its beauty. I am aware of the challenges re Healthcare and Transport that exist. I am now retired having had a career in the NHS for over 40 years. Whilst I am an Accountant by background during my career, I held a number of operational roles working in the West Midlands, Gloucester and Cheltenham. My interests are gardening, walking, volunteering and more latterly singing in a local choir.

Having spent most of my life associated with the NHS I still believe in it passionately. I felt that my previous experience and that of my non-executive experience and having been a Mental Health Act manager at the Trust has given me a good understanding of how the NHS and the Trust works. The NHS Constitution says that the NHS belongs to the people. The NHS needs to be accountable to the people it serves.

I have lived in Cinderford since 2012 with my wife Rachel. We both love being involved in local projects and developing the local community. We are both Licenced Lay Ministers at our Church. My day job is in NHS England as Head of Digital Learning for Leadership with a particular focus on management and leadership development. I have a keen interest in technology and how this can be used to improve society.

I enjoy sailing and help lead sailing holidays for young people each year on the Norfolk Broads. I am a former patient of Great Western Air Ambulance and of Gloucestershire Health and Care and have seen first hand the amazing work our NHS and partners do every day.

I was first involved with the Trust when I Chaired Cinderford Town Council and had input to the Citizen’s’ Jury process about the location of the new Forest Hospital. Becoming a Governor seemed like a good way to follow the development and commitments of that process to ensure the Forest of Dean and wider county received the best NHS services possible.

I have lived south of Cirencester for 35 years the last 25 years of which have been in the village of Ashton Keynes just over the border in Wiltshire. A nurse by background I have been fortunate to have had the opportunity to work in the NHS in London at trust, regional and national level.

I currently work at the Association for Dementia Studies, University of Worcester and have a special interest in creating enabling environments for people living with dementia, those with a learning disability and autistic people.

I believe strongly in the unique part that community hospitals can make to delivering care closer to home and the critical importance of listening to the experience of all those who use NHS services, carers and staff so that Trust services can continue to improve local health and care delivery.

Hello! I’m Amy Aitken, and I have been working within the NHS since February 2021. I have a BSc degree in Food with Nutrition and I am extremely passionate about preventative healthcare. I currently work within GHC’s Partnership Team as a Locality Inclusion Lead and cover the following localities – Stroud & Berkley Vale, Cotswolds and Cheltenham. My role involves working alongside a wide range of stakeholders and engaging with diverse community groups to help tackle health inequalities. I work closely alongside GHC’s Experts by Experience Programme too.

I am genuinely passionate about inspiring and encouraging others to speak up, while advocating for those who are often under-represented. I actively support GHC’s Staff Networks and have previously been the Rainbow Network Chair. I applied for the Staff Governor role because I am passionate about engaging with all staff in a meaningful way, as I know how valuable it is to have strong staff voices.

Colleagues describe me as a kind, genuine and resilient individual who has a strong moral compass. I am a natural networker, who can communicate effectively across a wide range of contacts, and I am able to adapt my approach to best fit different situations. I am truly passionate about equality, diversity and inclusion; and working together in partnership with the voluntary sector and system partners, to make a positive difference to the communities we serve. I am settled in Gloucestershire and hope to have a long-lasting career within the NHS. I am also privileged to have a voluntary role, as a Board Trustee with Inclusion Gloucestershire.

I qualified from King’s College London in 2008 with a BDS and a BSC in Biomaterials, and have since gained a breadth of experience working across different areas within dentistry, including oral and maxillofacial surgery and general dentistry. I take the lead for domiciliary, elderly and dementia dental care within the dental service, and I have a real passion to reduce dental health inequalities for this cohort of the population. I have therefore recently undertaken a Masters in Dental Public Health, Policy and Leadership at Queen Mary’s University, London, where I focussed on understanding the current oral health pathways and understanding the barriers and facilitators to oral care for people living with dementia in Gloucestershire. I have also recently been appointed an a Core20PLUS Ambassador for NHS England to further my work in this area.

When I am not working, I am a single parent to my 8-year-old son William. We love spending time together whether that’s walking our new puppy Buzz, reading a book or competing with each other in laser tag! And when I am not being a parent I am a keen Bollywood dancer and love performing, although these days you will find me dancing in my kitchen after a stressful day!

Our staff members play a vital role in GHC and our input and voices should be shared with the Governing body. I know how important the role of clinical staff is, and it is really important to me that their experiences and especially those of dental are heard, as they are a very small speciality in a large Trust.

I am Sarah Nicholson, Qualified Physiotherapist for 33 years. I relocated to Gloucestershire from South Wales in 1995, to take up a Physiotherapy post with the Severn NHS Trust. 30 years later, I remain committed to our Organisation, have seen it change significantly as it has transitioned through its many guises in that time. Today my role is as a Service Lead for Adult Musculoskeletal Services, managing Musculoskeletal Physiotherapy and Advanced Practice Services for GHC. I live in the County and I am married with 2 adult children. I love my garden, reading, walking and we are a sport mad family so can often be found at Kingsholm supporting the Cherry and Whites.

I felt I wanted to make a difference, have a better understanding of the Trusts strategic direction and an appreciation of who held them to account to ensure they were making good decisions with positive outcomes. In my staff Governor role, I am able to represent and be a voice for allied health professionals and contribute a wider perspective for the Organisations thinking. It involves close partnership working with many AHP staff across varied specialisms and locations within GHC. The role is important in connecting the wider AHP networks to problem solve challenges and showcase excellent innovation and work progress, ensuring their knowledge, expertise and skills are utilised effectively, providing quality and benefit to the residents of Gloucestershire.

I am single parent of two teenage children living in Stroud, where I’ve been based since returning back to the county after living in London until the age of 10. I like to think I bring both personal and professional experience to the role of governor. I’ve always valued community, connection, and creating opportunities for young people to thrive and place high value on my own challenging lived experience and the unique perspective this brings.

I work for a local charity, Young Gloucestershire (YG), and am a qualified youth worker by trade, I have worked for YG for the last 13 years and have progressed from working one night a week in a youth club to now my position of COO for the charity and am really proud of both my journey and progression but most importantly YG and the work we do to support young people all across the county. I’m passionate about empowering young people, raising aspirations, and helping them overcome barriers to reach their full potential. My role gives me a strong understanding of the challenges facing young people today, as well as the importance of supportive, inclusive education environments.

Outside of work, I enjoy socialising and spending time outdoors with friends and family. I believe in bringing a positive, grounded, and empathetic approach to everything I do, and I’m committed to making a meaningful contribution to the Trust community through my role as a governor.

Why I applied to be a Governor

I became a governor of Gloucestershire NHS Trust because I care deeply about the wellbeing of people in our community—especially young people and families who may face challenges accessing the support they need. Through my work in youth services, I’ve seen first-hand how vital mental health and accessible healthcare are in shaping brighter futures. I wanted to use my voice and lived experience to influence positive change, ensure services are inclusive, and help bridge the gap between communities and the NHS.

As someone who’s passionate about fairness, empowerment, and listening to those who often go unheard, becoming a governor felt like a natural step. I’m proud to represent my area of expertise and contribute to shaping services that are compassionate, effective, and truly responsive to the needs of the people they serve.

My family moved to Gloucestershire in the late 80s firstly to a picture postcard Cotswold village and later to the Fairview area of Cheltenham, I was brought up in neighbouring rural Warwickshire. My father was a hospital consultant and I went straight from school into a career in journalism starting on regional newspapers and moving though radio and television. More recently I achieved a MSc in psychology at the University of Gloucestershire which is something I wish I had done years ago.

I work with Gloucestershire Health and Care FT as a Mental Health Act Manager which, simplistically, means I sit on panels and listen to patients who maybe appealing against their detention under the Mental Health Act and want to go home. All Sections have to be reviewed from time to time and the panels are there as a safeguard to check that the clinical reasons for the Section are still valid.

I have been involved with Healthwatch Gloucestershire for several years and was for some time the county chair. Healthwatch describes itself as ‘Gloucestershire’s health and social care champion’ offering formal and informal feedback to decision-makers. I am still learning to play the guitar, my wife is a piano teacher at Cheltenham Ladies’ College and my son and daughter both work happily in London.

I am not an elected Governor, I am appointed because of the work I do with Healthwatch. The Gloucestershire Hospitals Trust also has a Healthwatch Appointed Governor so we are able to bring countywide feedback to the table. Healthwatch also publishes several reports on health and social care services throughout the year and these provide a ‘deep dive’ into various aspects of health and care provision and can act as a catalyst for debate at board level.
